Eli Lilly Breaks Ground on $5 Billion Virginia Plant to Expand U.S. Cancer Drug Manufacturing

Eli Lilly (NYSE: LLY) broke ground on a new $5 billion manufacturing facility in Goochland County near Richmond, Virginia, expanding its U.S. production footprint for next-generation cancer medicines.

The Richmond site will be Lilly’s first fully integrated facility capable of producing both active pharmaceutical ingredients and finished medicines. It will include dedicated API capacity for bioconjugates and large-molecule therapies, including antibody-drug conjugates, or ADCs.

Lilly said the facility will support production of targeted cancer treatments designed to combine antibodies with potent cytotoxic medicines, allowing therapies to attack diseased cells more selectively while limiting exposure to healthy tissue. The company is also exploring ADC technology in autoimmune diseases and other indications.

The project is part of Lilly’s more than $50 billion U.S. manufacturing expansion and represents one of 10 new domestic sites announced since 2020. Five of those facilities are focused on API production.

The Richmond plant is expected to create about 650 high-wage permanent jobs across engineering, science, operations and laboratory functions, along with roughly 1,800 construction jobs. Lilly has also committed $40 million to support the Virginia Center for Advanced Pharmaceutical Manufacturing, including a hands-on training center targeted to open in 2028.

The facility will use machine learning, AI, digitally integrated systems and advanced analytics to support manufacturing efficiency and quality control. Lilly is also targeting LEED Gold certification for the site.

The investment strengthens Lilly’s U.S. manufacturing capacity at a time when the company is expanding across oncology, obesity, immunology and other high-growth therapeutic areas. The Richmond facility adds domestic capacity for more complex biologic medicines and could improve supply-chain resilience as Lilly scales its next generation of cancer treatments.
