NTT, Chunghwa Telecom, and Accton/Edgecore have begun a strategic collaboration to enhance distributed data centers between Japan and Taiwan, leveraging NTT’s IOWN Photonic Disaggregated Computing and the international All-Photonics Network jointly launched by NTT and Chunghwa Telecom. The initiative aims to address rising demand for AI infrastructure by creating a cross-border distributed data center model capable of dynamic, high-efficiency allocation of computing resources.

In the first phase, Japanese data centers will be used to support Taiwan’s growing needs for AI training and inference workloads, helping alleviate local constraints such as power shortages and data center capacity limits. The partners will showcase the initial results—including cross-border training-data transmission and remote GPU applications—at the NTT R&D Forum 2025.

The collaboration integrates Accton/Edgecore’s distributed data center hardware platforms with NTT’s IOWN technologies and DCI controller, enabling precise cross-datacenter resource monitoring and control across different operators and national jurisdictions. The companies intend to jointly develop use cases for sectors such as manufacturing, financial services, and government, with the goal of implementing internationally managed distributed data center systems. They will also provide feedback to the IOWN Global Forum on distributed data center architecture.
